In 1978 the Illinois legislature passed a Cannabis Control Act that gave permission to human services to “authorize” physicians to prescribe cannabis to treat glaucoma, side effects of chemotherapy, or radiation therapy in cancer patients, or such other procedures certified to be medically necessary. There were two shortcomings of this act:
• Human services was allowed and not required to give doctors authorization to prescribe cannabis.
• Written approval from the Illinois Department of State Police was required and never obtained.
August 1, 2013, Gov. Pat Quinn signed HB 1, the Compassionate Use of Medical Cannabis Pilot Program Act. This program is unique in that it is a four-year pilot program, and will only continue if lawmakers vote it to when the four years is up. This law became effective January 1, 2014.
July 13, 2014 Gov. Pat Quinn signed SB 2636 including seizures as a list of qualifying medical conditions for MMJ for both children and adults.
3 additional bills were introduced this year and may be considered later this year
• HB 5708 allows people to avoid jail time and arrest for marijuana and completely eliminates any criminal records that could affect employment, housing, public assistance, or school opportunities.
• HB 4299 and HB 4091 would significantly lower penalties for marijuana, and allow people to avoid arrest or jail time, yet they would still have criminal records to deal with.
July 15, 2014 the rules are approved and up to 22 cultivation centers and 60 dispensaries will be allowed in the state of Illinois:

Up to 40 diseases or illness that will qualify for MMJ in Illinois
Livescan figure printing and background checks is required for all MMJ patients and people working in the MMJ industry
Must be cultivated indoors with 24 hour surveillance by the police
Patients and Ganjapenuers are anticipated to be able to submit applications as early as September. Draft applications will soon be posted, now that the rules have been approved.

13 registrations for dispensaries will be accepted inside the City of Chicago.
14 registrations for dispensaries will be accepted in the metropolitan of Chicago but outside of Cook County.
This would provide job opportunities for physicians, designated caregivers, cultivation centers, cultivation center agents, medical cannabis dispensing organization, medical cannabis dispensing organization agents, and many more.
